2/17/2010 - SFY 2011 Request for Funding Application Timeline and other funding news

The spring funding season is here once again.  The general process will be the same as used in recent years.  The funding application timeline for SFY 2011 is at the bottom.

Funding in SFY 2011
The good news is that, as of this writing, the Block Grant substance abuse prevention budget is expected to continue at the same level as in SFY 2010.  The not-so-good news is that, in keeping with state budget cutting efforts, provider salaries will remain frozen at SFY 2010 levels.  There will also be little money to support supplies and other extras that make programs fun but that are not directly needed for the delivery of evidence-based programs.  Keep this in mind when developing your program budgets.  We will still support the purchase of best practiced materials, travel for program delivery and the other expenses that it takes to make your programs successful.  Please contact your Benchmark Regional Managers if you have questions about particular budget items.

2011 Funding Application Process

All applicants must submit a complete funding application per the the Request for Applications instructions. JG, 4/20/2010.

Current contractors in good standing
are those who had a Benchmark contract in SFY 2010 and did not receive an Out-of-Compliance letter during the year.  >Current contractors in good standing who plan to deliver essentially the same programs will only need to submit the following portions of the funding application: Organizational Business Information, Insurance documentation, Paid Staff Information for All Programs & QPPP for Paid Staff, Letters of Acknowledgement and the Budget Worksheet.  

Current providers in good standing that wish to deliver new evidence-based programs will need to submit a complete funding application for each new evidence-based program.  For evidence-based programs funded in 2010, you only need to submit the sections listed above.

Community coalitions in good standing will need to submit a complete funding application for the new fiscal year. 

New applicants and providers that had an Out-of-Compliance contract warning letter in SFY 2010 will need to submit a complete funding application and will compete for the remaining funding.   These applications will considered after the applications from current providers and coalitions in good standing have been considered for funding.

April 9, 2010 First conference call for RFA questions (morning)
April 19, 2010 Second conference call for RFA questions (afternoon)
April 23, 2010 Complete funding applications due at Benchmark
May 20-21, 2010 Benchmark funding allocation conference
May 31, 2010 Funding Allocation plans reviewed and announced
June 1, 2010 and onward  SFY 2011 contracts and amendments prepared 
July 1, 2010 and onward  SFY 2011 substance abuse prevention begins!
